184 children found parents abroad in 2008 They are cutting the deadlines for adoption through amendments in the Family Code - “Douma” Newspaper
It will be easier and faster to adopt children in Bulgaria after the amendment to the Family Code, the Minister of Justice Miglena Tacheva declared yesterday. She is hoping that the reforms will be approved very soon, while this Parliament is still acting. Thus the procedures will be speeded up not only for the international, but also for the Bulgarian adoptions.
Minister Tacheva takes part in the conference "Policies and perspectives for incountry adoptions development in Bulgaria ". Just for last year new homes and parents abroad were found by 184 Bulgarian minors, 169 permissions for adoption were issued. In 2007 the number of given consents is 81 for 85 children. Still, though, the difference between the number of children in social homes and the number of the adopted ones is still very drastic. According to Tacheva many of the problems with the documentations and the procedures will be resolved by the envisioned amendments to the Family Code.
The time period for acceptance of the children in the homes is expected to be shorter. Less will be the time for giving consent for adoption and for entering the children into the registers as abandoned. For example, kids were not inquired after by the parents, will automatically be entered into the register. Till now the parent’s consent to the adoption was compulsory, while searching him/her to obtain such a signature could last for years.
Tacheva also declared that she is creating a new Intercountry Adoptions Council, which will work jointly with the "Child international legal protection and intercountry adoptions " Directorate. The Ministry of Justice envisions also the creation of a registry of adopters and registry of adoptees.
One of the topics of the conference was about the children with special needs and the care for them. Experts from various countries shared experience and practice in the adoption of problem children, the various procedures accompanying intercountry adoptions were also discussed.
