The Adoption Dossier

Documents necessary for the registration of the prospective-adoptive parents in the register of the Ministry of Justice

  1. Application to the Minister of Justice containing: brief introduction, personal data, name, nationality, citizenship, data and place of birth, state of permanent residence, address; short family history of the adoptive parent, information on the financial status of the adoptive parent; information about the central authority or the accredited agency in the accepting country that offers adoption services to the adoptive parent, including contact information, address, telephone numbers, representative (if the adoptive parents use the services of a branch office of the accredited agency), as well as a document that the foreign adoption agency is accredited; other circumstances that might prove important for the adoption process; signature of the applicant;

  2. Power of Attorney for the legal representative and for the members of the accredited adoption agency in Bulgaria;

  3. Approval for adoption of a child according to the adoption law of the adoptive parents’ country (NBC approval);

  4. Home Study of the adoptive parents, containing information about the members of the family, including their health status, issued by an accredited agency or licensed social worker. The license of the agency or the social worker shall be attached;

  5. Child abuse clearance and a document stating that the parents are not deprived of parental rights, issued by a relevant authority;

  6. Medical letter, verifying the mental and physical health of the adoptive parents, as well as the lack of any serious chronic diseases, venereal diseases, AIDS, tuberculosis and others that are life threatening;

  7. Criminal background clearance of the adoptive parents (FBI fingerprint check).

  8. Certificate of marriage of the adoptive parents (when families apply to adopt)

  9. License of the accredited agency for intermediation in the sphere of international adoption, issued by of a relevant authority in the accepting country; including contact information, address, telephone, branch offices and conditions on the accreditation of the agency.

  10. Agreement for international adoption with the accredited organization in Bulgaria.

  11. Copy of the passport of the prospective-parents without an appostile.


The application of the adoptive parents will be considered by the Ministry of Justice within 30 days of submission. All documents of the adoptive parents shall be provided in original with apostill.

If the Ministry of Justice finds gaps and discrepancies in the dossier of the adoptive parents the а written notification is being sent and the adoptive parents have 14 days to provide the missing documents or clear the discrepancies.

Failure to comply with the above mentioned time frame will result in a refusal to review the documents and they will be returned to the legal representative.
